1 A realistic plan is developed that makes democratic world government achievable. We have started a global referendum (active ballot and rationale at www.VoteWorldGovernment.org

3 A municipal resolution is prepared to support the global referendum strategy. (see 2nd link, top of page)    
4 Municipal councils endorse the plan and ask their constituents to vote online on their own computers or use the public library’s computer.    
5 A UN resolution is prepared to formalize the global referendum so that it gets done nation-by-nation in tandem with national elections rather than just by online voting. (see 3rd link, top of page)    
6 Mayors write to UN Secretary-General Ban Ki-moon asking for the UN resolution to be voted on in the General Assembly (see link, top of page).    
7 Mayors write to the head of their own national government asking him or her to propose the UN resolution in the General Assembly (see link, top of page).    
8 Each participating mayor writes to five (5) other mayors asking them to pass the municipal resolution (see link, top of page).    
9 A country (hopefully a democracy) agrees to propose the UN resolution in the General Assembly, and it passes.     X
10 Nations begin conducting the global referendum     X
11 The online global referendum continues in countries that will not formally participate.    
12 A global convention is called to begin work on framing a world constitution.     X
